how a new distro is GPLed compliant?

hi,
who will verify that how far a new distro follow the all license and agreement of GNU GPL?
I may not follow the GPL. But i create a new distro
is it possible?
Otherwise, in which way a new distro would be GPLed?

Thanks
Nazib

I'd say, start by reading and understanding the GPL itself. Don't violate any of it and you can create a distro GPL based even if you add your own proprietary software.
