how a new distribution is internationally accepted?

Hi all,

if someone create a new distribution where h/she has to
put that distro for examine.I mean, is there any group
or standard which would verify whether the new distro
is ready to release for everyone. And could be released internationally.
examine like- is the distro correctly follow GNU GPl license?
what are advantageous added in that new distro? etc etc.

However, besides all of these could anyone create distrobution
just for fun and distribute publicly??

There's no "standards body" that I am aware of. AFAIK, the general procedure is this: make your distro. Have some friends test it. Get it hosted on a few servers. Let the community do what it will.

Distributions by themselves are not neccessarily GPLed. In fact, many distributions (AS A WHOLE) are not GPL.
