Hotplug mixes up two USB joypads

Hi, I've Googled for this but can't find any specific answers.

I have two USB joypads and two USB ports.
Hotplug seems to detect them randomly on boot.
They both get detected alright but Hotplug assigns them different joystick numbers sometimes
one is js0 and then on other boots it is js1 for example.
This is a problem as both joypads are different models with different numbers of buttons etc.

Can I ask hotplug to detect them in a certain order or ask it to swap their assignment after booting?
Anything but physically swapping the USB plugs would be helpful really.
Thanks.
