Unhappy Hosts with Frame Relay


Hi, i have got two pc´s on two diferents networks.
One pc is an w2k3 with iis and it has two ip address, one public and the other private.
The other pc is a Suse 9.3 with only an ip address (private).
the Suse pc can see the other from a frame relay and from internet.
If the frame relay is down, Suse will must see the w2k3 by http, for that, i configure my suse with hosts. My configuration is:
/etc/host.conf
order hosts,bind
multi on
/etc/nsswitch.conf
host: file dns

/etc/hosts
privateip name_of_pc
publicip name_of_pc

when i down the frame relay and i go to "http" to name_of_pc
then can connect to the publicip, why???, if i put multi on in host.conf???
