Help w/ custom virtual musical instrument?

How would someone with very little programming experience go about creating a custom virtual musical instrument?

Each key would produce a tone of a specified frequency when clicked. Instead of being limited to a piano keyboard layout, each key would be movable. Holding the Shift key would allow multiple keys to sound at once. (See attachment for what it might look like.)

I know there are dozens of possibilities (Flash, Java, etc.) Which would be best?
