can anyone guide me through the procedure to do a development project .planning to do such a thing for the first time.
no idea as to where to start and how to begin.

Is this Linux related or not? Hate to tell you this but without any details, I'm not sure anyone will be able to give you any help specifically in starting a project, I wouldn't want to guess or presume what the project is covering/about, etc.
What your asking is like me asking "I need help building a machine, can anyone help me accomplish this?"
