gtk, and themeing apps?

ok, is there a way to theme gtk application behind its back?. Want i want is to share widgets behind the apps backs, like the menubar in apple computers. Its just a bit annoying having all the apps on screen have some control-panel-ish widgets (toolbar/menubar), and i want to know if its possible to remove them from the application, and see if they can be put aside, sharing screen space) I know a lot of projects have floating toolbars, so is it possible to say at the command line that the app must have that toolbar/whatever floating? (then the wm can put it somewhere nice). Anyone know anything that could get gtk2 widgets off a application window, and over to share screen space with others from other windows (like that menubar in apple GUI's ..... it would sure help cut on application screen space)
