Getting around needing superuser privelidges

Ok, I have completely soaked in the concept of chown and chmod and how to use them. With my newfound knowledge I have the same problem. But now I can go into more detail.

When I connect to the internet I have to run Network Configuration, this asks for a root password. The program that runs it is called "neat". I went and ran "ls -l neat" and come to find it has "lrwxrwxrwx root root" linking to consolehelper. I've tried changing it to "root.Bigun", but it still asks for root password. Ideas?

I suppose it runs a program (like pppd for modem connections) that requires to work as root.

That's the thing though, it specifically asks for the root password to run "neat", not "pppd".

set suid to ppp/pppd and do a 'ln -sf /usr/sbin/kppp (or where actual kppp is located) to /usr/bin/kppp (also try suid here). You'll be able to connect without root password and root's kppprc file.
