gDesklets Starterbar always visible

Is there any way to make sure the gDesklets Starterbar is always visible in Gnome?
When a program goes full-screen, the Starterbar is no longer visible. Is there any way to change this?
Like turning the starterbar in a gnome panel or something?

Right-click on the starterbar and then View Source. You can change an option in there somewhere to put it on top, don't use it personally so I'm not sure exactly what needs changing but it's there somewhere
