what has any of this got to do with rpms? erm.. ftp runs on port 21, why should it ever NOT be 21??? just install ANY ftp server from ANY type of package, and it will run on 21.

well that's just a little in the configuration file which will state what port it runs on, it's pretty trivial. install one and then look at it's config file.
