FSH Question

How far is the FSH determined by the kernel or default external commands?

Could I take the kernel and the default external commands and use them to develop a distro with LFS/T2 using an alternative FSH

Or would it break?

Many distros do not comply with the FHS and work perfectly well. LFS/CLFS are very close, but even they do not conmply 100% (in fact, in 20-years of engineering I've never seen any standard complied with 100%). Complying with the FHS does not guarantee an unbroken distro either.
