Folder Permissions Trouble

This is a total newbie question and I'm sorry.

I'm running Suse 9 and I am having trouble assigning permissions to a certain folder. Right now root has ownership and full permissions. When changing it in KDE or using chmod 777 in the terminal, the folder permissions will not change. The only way to put anything in that folder is if I am logged in as root. Am I overlooking something?

What directory is it and are you sure it isn't set with sticky bit, etc?

The directory is actually my second hard drive that I mounted as /stor. I can not change permissions on this or any folder that i create inside of it. I wanted to use this as a network storage with a few other machines which run windows. It is formated as VFAT.
