I found the prefs.js file and changed its permissions so a regular user can't save the options that they change, but they can still change them during the session. Is there a way to protect all of the options under tools/options or just a few categories in firefox?
You will need to extract the jar archives (particularly browser.jar), the file you probably want to edit is "content/browser/browser.xul". Just remove the "menuitem" sectiosn that you don't want and any shortcut key combinations. Then recreate the archive with your modifications and restart firefox.
