Because Microsoft doesn't ship drivers for ext2 or other non-Windows filesystems with their operating system. They could if they wanted to, but they don't.

You didn't look very hard, did you?
A simple
Google search will turn up several programs. You could also look at the
EXT2 site for a few options.Just don't ask me how well any of them work, because I have no idea.
