File locations and dependancies...Help!

I have problems on both Redhat 9.0 and Mandrake 9.1 installing different things. I have run into this many many times. What happens is it says it will not install due to a dependancy, but that file exist just not in the location it is looking for. I am not sure what I keep doing wrong, but I never had this problem with Redhat 7.2. I am not using RPM's and that may be my problem, but I can't never find the RPM with the latest release that works. The latest example was with MRTG and also today on my Mandrake box I can not run perl -MCPAN -e 'install Bundle::CPAN' everything appears to be working fine, but then it stops and tells me it can't find perl.h in the location specified by @INC.. well I have no idea how to edit or @INC to point it in the right direction. Very similiar things happens everytime I try to do install something. while doing the install for MRTG I got at least 7 failed dependancies and they all exist just not in the location it is looking for them. This is really a pain.

Any help or suggestions would be great. Also someone that can explain @INC, becasue I can't find much info with Google or my books

Thanks for the reply. I have been to most of those places, however I really don't like using RPM's... Guess it may be my only option.

Red Hat's package manager is RPM.

What package manager had you rather use?
