extreme lag in KDE unless.....

unless the KDE processor manager is open.

computer is an AthlonXP 1700+ with 512mb DDR ram and GeForce2 Ti200. when i click on something like a console window or even home directory it will wait a good 10 seconds before it opens, it has the hour glass symbol on the tab for that program until it opens. it is as if it's thinking but it's not, the hard drive light is not on and the CPU is not even close to being maxed out.
if i open KDE Processor Manager, everything is instantly faster, consoles, mozilla and text editor open IMMEDIATELY.

has anybody else had this?
