Yes, you need to installl gcc and/or g++ these are compilers. Development packages are not usually installed by default. Also these packages should be on your FC4 disk.
You most likely don't have gcc installed. If you think you have it installed (I don't think you do though), then type "gcc" and see if you get anything on the console. If command not found or something like that pops up, then you don't have it installed. Get the .rpm's from your cd's or from your distro ftp.
I kind of suspected that - but it was good to have it confirmed.
I tried to install gcc but it said it needed glibc-devel
I tried to install glibc-devel, but it said it needed glibc-headers
I tried to install glibc-headers, but it said it needed kernel-headers
I looked for kernel* and found a number of files including these two
-rw-r--r-- 13 root root 4101505 Jun 3 18:32 /media/cdrecorder/Fedora/RPMS/kernel-devel-2.6.11-1.1369_FC4.i586.rpm
-rw-r--r-- 13 root root 4237922 Jun 3 18:33 /media/cdrecorder/Fedora/RPMS/kernel-devel-2.6.11-1.1369_FC4.i686.rpm
If I query these, they both claim "This package provides kernel headers and makefiles sufficient to build modules against the kernel package."
Do I want the i586 or the i686 version? or something else?
