Question Equivalent pw script in Debian or any Linux?

I'm transfering a server I'm incharge of from a FreeBSD box to a Debian box. There is a shell script that accessed /usr/sbin/pw in FreeBSD. Is there an equivalent to pw in Linux (I don't want to use passwd if I don't have to)

pw

pw allows you to edit/manage user's information, passwords and groups. I need to be able to search through my users and display their name and a link to their website/account.
