I'm not quite sure what you mean by "Latin 1": that's just an obsolete character encoding. The English keyboard drivers in Linux support Dvorak variants, as do those for most major languages.
The GNU typing tutor (gtypist) supports Dvorak, but I don't know about the KDE equivalent.
You can install a keyboard driver specifying language and variant. Whether Ubuntu lets you install two variants of the same language I don't know, but you can always try. You should be able to select a keystroke to switch, or use the indicator on the panel. Sorry to be vague, but I assume you're using Unity in Ubuntu and I'd rather eat worms!
