DPMS power mgt not working


i can't get my monitor to turn off. i don't mean just going to a blank screen -- it does that -- i mean powering down after a set time. i have an LCD, and the backlight stays on during standby and suspend (and aside from wear and tear also generates a ton of heat, btw), so i really need to have it actually *turn off.*

here are some of the details, and what i've tried already:

* monitor turns off in windows and RH9 w/same BIOS settings
* apm is uncommented in /etc/rc.d/rc.modules
* power mgmt function enabled and set in xscreensaver panel
* XF86Config contains Option "DPMS" in the monitor section, and Option "OffTime" "(n)" in the ServerLayout section
* monitor won't turn off, standby or suspend when i force it manually with xset
* i can however turn DPMS on and off with $ xset +/-dpms, and it then shows up as on or off doing xset -q
* xset as root gives <command not found> (?)
* xset as su - gives <unable to open display ""> (???)

i've searched far and wide, and the fixes i've tried so far (the xf86config changes, apm, etc.) aren't working. any help *greatly* appreciated! i don't want to have my $500 monitor burn out!
