Download speeds in Linux

Either because it's just faster or for some other reason my downloads in Linux are much higher than in Windows XP. My connection speed is 1.5Mb and I'm getting speeds of at least 190Kb/s and sometimes more.

This is way higher than What I'm getting in Windoze.

How is this?

I think it is better software design.

Linux was developed over the internet, and the original (actually not original but bought) Windows design was as a personal computert either not networked or only locally networked.
