You can set the 'rc.cups as

-rwxr-xr-x 1 root root 4308 Oct 10 2013 /etc/rc.d/rc.cups*
executable using chmod or use pkgtool to rerun scripts for 'setup' from the cli as root. No need to start from '/etc/rc.d/rc.local' once you make '/etc/rc.d/rc.cups' executable it will be started at boot.
