"/etc/printcap" - The contents of /etc/printcap are perfect; generated by cupsd from /etc/cups/printers.conf.
"lpstat and lpq will let you know the condition of the printer." - nothing tells me the condition of the printer. lpstat gives me the queue status, not the printer status. How can I get printer status? Under MS-DOS, I can tell the user "The printer has a paper jam", "The printer is turned off", etc. Under Linux, I can open /dev/lp0 and do an ioctl but I can't do that when CUPS is running.
"how long does it take/what are you doing to clear it up?" - the operators are not doing anything to clear it up. Reexecute the lpr command and it works OK.
