cron logging on/of


I understand that I can control logging on a "per line base":
1. switch off logging per line with > /dev/null 2>&1 or to log per line as
.. >>/www/u/user/logs/cron.log 2>>/www/u/user/logs/cron.err

Thats working. But I would like to understand it. Where is a man page with the syntax.

2. I would like some functions:
a) a centralized log on/off command
b) maximum size of the log eg. 100 lines
c) Send alarm mail if cron is no longer working.

Is that a wish list, or may I get some of that?

Maybe a point to start is /etc/syslog.conf.
