Question creating custom locale

i am new to linux. i am using redhat 9 .

i want to create a case insensitive locale. now my current locale
is en_US.utf8. this is case sensitive.

is there a case insensitive locale available in redhat 9.

how can i create a custom locale. where can i find more details
about this.

please help... thanks in advance
