Well it all depends on what you want to have on your website. To me the keys to having a good website is either the content you have on it or if you want it to look really cool, is to have really good graphics skills. If you don't have anything, first learn good HTML, second graphics. Graphics and layout can make up for the poor coding you may have or content you may have for the site.
As for me, any website I visit, I analyze for the layout and graphics first, then the content. Some sites don't need a good layout due to the content on the site, that makes up for it. Others look good just due to the graphics and layout. Just my opinion though....
