creating a new user using shell only ? ( RH 9 )

Hey,
I have a server with SSH and everything working running OS: RH 9.

I have SSH access to him as root, and i wanna create a user ( using the ssh root access ) lets say username: coolman password: ****** with that will have the exactly same premmisions as the root user .

so here is what im asking about:

1. create a user using ssh2 protocol .
2. setting the new user same premmisions as the 'root' user.
3. allowing the new user ssh2 protocol access to .

thank you all,
CooLMaN .
