In the sudo model you create individual accounts for each person that is going to login to the system. You then modify the sudoers file (with visudo) command to grant them access to only specific commands as root.
Sudo is pretty widely used in UNIX and Linux for many purposes.
Type "man sudo", "man visudo" and "man sudoers" for more details.
