Create directory with permissions for all users

Is there is any way to create a special directory, where all the new files created and all the new directoris created under this special directory, wered create with permissions of write and read for all the users?

/tmp is set up this way already, the subdirectories inside /tmp are owned bu indviduals but i suggest makeing one of your own in /home/allusers or somthing like that just set the permissions on it to be written to by all users (rw_rw_rw_)

Better make that rwxrwxrwx on the directory itself otherwise no one will be able to list its contents! ie. ls will fail and graphical file managers like konqueror will show 'access denied' and a blank directory.
