couple of quick questions, please help!

Hi, just had a couple of linux questions.

1. How do i set a directory so that when others create files/directories under it gets the same rights. Do i use chmod +s or something? Like if a file gets deleted from that directory, when it gets recreated it would have the same permissions.

2. Is there a command I can run to tell if a file is open/inuse?

2. 'lsof'. Use grep with it because it's pretty long.
