Controlling user memory/cpu usage

Hi,

I'm running a diskless workstation environment using LTSP on Mandrake 9.2 and I'm having problems with users repeatedly clicking on desktop icons (KDE) in the mistaken belief that the system isn't working. The net effect of 30+ users is that the system soon becomes overloaded with each user opening a dozen Firefox windows (not tabs - they've been brought up on IE).

Basically what I'm looking for is some way of limiting the number of instances of an application they can open (not sure if this is possible) or limiting the amount of memory available to each user so that they don't end up bringing the server down.

Any help is appreciated!
