My sole focus in this thread is where in the Ubuntu design does NFS start dnsmasq and how do I disable that behavior?
I have Xubuntu 15.10 installed in a laptop partition. I have spent much time reading how the Ubuntu folks do all they can to start dnsmasq. A nice idea but unnecessary for me as my LAN server is my DNS caching server. I configure resolv.conf to use the LAN server.
I masked the resolvconf.service and disabled the dnsmasq.service. Then I discovered that connecting to the NFS shares on the LAN server starts dnsmasq.
At the moment I do not want to use a sledge hammer and mask dnsmasq.service because once in a while I take the laptop out of the house and then having dnsmasq is nice. My rc.local controls this behavior.
None of my other 4 distros exhibits this behavior.

Edit: I should mention that I have the network manager conf file set to dns=none. Besides, this is related to NFS and not NM.
