Angry Compile error--Qt3 not found

I've been trying to compile and install the KShutDown application, but it's not working. When I run ./configure, it always quits with the error: "Qt (>= Qt 3.1 (20021021)) (headers and libraries) not found. Please check your installation!". Now I'm running the latest Debian unstable with KDE 3.3, I've kept my system very up-to-date, and just to be safe I've installed just about every qt3 package that even seems remotely appropriate, but it still insists that qt3 isn't there. I'm not even sure exactly which file or package it wants. The config log it generates isn't helpful at all.

Can anyone help me figure out how to make this program happy?

I tryed it at fedora and ./configure works. Do you have set QTDIR environment variable?

Well, that I don't know. I do know I've never manually set up anything like that. Could you explain what I need to do in easy steps?

(I'm not a total noob, but I am still learning.)

Code:
export QTDIR=/usr/lib/qt
./configure

...
change /usr/lib/qt to location where qt is installed

Maybe you have already set QTDIR enviroment end error is somewhere else.

Thanks very much for the help, but to tell the truth I managed to figure it out on my own with a little google research. It all seems to be working now.
