For a directory, you need to enable the `x' bit to allow entering the directory.

Also, use facl twice. Once to change the the permissions of the directory. Again to set the default acl, which will be inherited by new files created by the user.

As already states, include the 'acl' mount option in /etc/fstab. I also include `user_xattr'.
