So this is available in Windows. For instance in Windows Alt-0156 gives you the pound sign.

1. How do I get the pound sign in linux on a keyboard that is setp up as a US Keyboard

2. Is there a character map to get symbols such as the euro as well?

You have to select the right type of keyboard and it should work. See the KControl center for details on keyboard mapping.
