Can't upload 5mb file. Need help.

I got a forum but none of the members can upload anything larger than 2mb. I already tweaked the php.ini file and restarted apache. It appears the changes in php.ini is not taking effect. What could be causing this?

First of all check the time-out settings in your php.ini.
They might be too small to allow the full uploading.
Also, posting your php.ini and httpd.conf would be helpful.
