Linux from scratch is the best place to start.

Almost like saying I want to be the best brain surgeon, where do I start?

If you want to make a first rate distro that others would want to download and use, then you have a hard road to hoe.

I'd start by some design page that has all the features you want at least.

LFS is a great way to build a system for you own use. A slightly easier way may be to use Gentoo.

I think the concept of distro mods should be explored.

The idea would be that the standard live cd or installation of the OS should be the same for all of them, then there is an option during install to pick a distro mod repository that would install everything from that repository. On the surface that sounds great and simple. But I'm sure it would get more complex when trying to merge two different distro mods unless they some how linked up with a master repository and the 'mods' were just pre defined package sets. But at that point it's only an advantage to the end user of saying "Other people have decided this programs work together well to make a media editing machine"... or some other application.
