Only suggestion that worked for me was from Cybergrrl.

Just installed and ran fine in Libreoffice 5 on Mint 17.1

LibreOffice - English GB Thesaurus & Dictionary Activate
 
It is still a prioblem for NON-American-English - Europe-BREXIT UK (British/Irish) English.
Click on this site " https://www.weeklywhinge.com/files/en_GB_2_0_0.oxt" You get a file.
Just open it with LibreOffice and accept the options to save/install.
That's it!

On my OpenOffice 6.3, the thesaurus definitely works according to language. With British English, the thesaurus will suggest pavement, paving, or sidewalk as alternatives to pavement. If you enter sidewalk, then it just suggests changing it to pavement.
