IIRC, that's so the forums don't get spammed too much, too often. While it can't stop the problem entirely, it encourages boneheads to find easier targets. It's part of the reason you can use the forums without invitations to meet pretty women, improve your sex life, etc. The link is:

As for it being real or not, who knows. My hope is it's something legitimate, but people make these grandiose announcements every so often, and it usually ends up being some pointless marketing gimick or less-than-earth-shattering announcement. Some of these end up being truly ridiculous, others might have been good announcements, but end up being rather irrelevant, because once you overhype something, few will take you seriously after that. It's usually better to just announce something, or better yet, release it and let the community hype it for you, if it's really that outstanding. No need to artificially create drama, as you're more likely to disappoint.
