All processes nice for certain users

I'd like to know if there is a way to make all processes started by certain users automatically set to a higher nice value than other processes. Can it be done. I wondered if I made their login shell start with a higher nice value all the processes which started from that would also be 'nice' but I also though you could only use one 'word' in the /etc/passwd file for user login shells?
Any ideas?

Not that I'm aware off ... (I'd be happy to know whether
it can be done, too) ... :)

But you could set-up a cron-job to run a
every minute ;)
