I think for Fedora Core's to gain respectability to become a replacement general purpose Operation System. I think you should be able to use the add/remove function in Gnome or x windows without an active internet connection. There could be an option to use one or to not use one. Because for some of us we install only 2% of the packages on the dvd just to ensure it works before waiting 2 hrs to complete the install. We would like to be able to use the add/remove function to read the dvd and only the dvd for extra packages that we have not installed.

You can do that now; just set your yum repository to point to your local on-disk repository.

Most people, myself included, would rather get the latest bug and security fixes from the online repositories.
