What if someone omit some license statement in their newly created GPL?
Who will verify it ? Isn't it ridiculous that creator himself check out whether his new distro follow all the license statement of GPL.

If you are making a distribution it is absolutely your job to ensure you are following the license restrictions of all licenses included in any software you are including in your distribution.
When you create a piece of software and release it under the GPL (or any other OSS license) you should be able to expect that anyone whom decides to download and use your software will only use it as bound by the license you distibute under. Conversely, if you are downloading software and re-distributing it or using it then it is totally your responsibility to make sure you are doing so in a legal manner.
If you find that a license scheme isn't to your liking that is fine, nobody is forcing you to use that piece of software. But if you want to use a piece of software then you should do everything in your power to make sure you are using it acceptably according to how it is licensed.
Let's not forget though that it's not just the creator(s) who will need to check - everyone in every country who checks the source code will also let them know.
If, however, you create wholly original software with no other software in it and forget to include a licence, well, you're just asking to be taken advantage of really.
