90 second timeout on new connection

I'm experiencing a 90s timeout on new connections: ssh, smtp, etc. The system was normal yesterday and there have been no changes since then.

The system is RH9.0. qmail. apache/tomcat. openldap.
Does anyone have any clues on this?

I've seen this when the server has DNS issues. You're not firewalling out DNS packets or anything. resolv.conf set up 'correctly'?
