This can't be done because burnable DVD media and pressed DVD media are different. Optical media has a "media descriptor" built into it that is set when the media is made. The PS2 (and other devices) check to see that the media descriptor shows a particular type, specifically that for that device. This decriptor is also used when your burning program knows the maximum speed for a particular piece of media.
You can get a close approximation by placing a disk in your computer and using "dd" to create an ISO, then burning the resulting ISO to disk: it will have all the data exactly the same except the media descriptor.
