I know this is probably not the best place to ask but there's no "Applications" forum... :\

Is there any program that can convert mp3 to ogg?

audacity

you may need to also install mad for libmad

& you may need lame, source of which is at
http://sourceforge.net/project/showf...p?group_id=290

anyway, with the proper libraries backing it up, audacity can open the mp3 file, at which point you can say save as...ogg
