The True Combat site says there's a readme included with the file. Since the file is in .zip format, I assume you can just extract it, preserving the folders. It shouldn't be extracted to your baseq3 folder, but another folder inside your Quake 3 folder, but like I say, if you preserve the folder names, this should be done automatically. Do you have ark on your machine? If so, you can use that to extract .zip files. I'm not sure about Q3 shortcuts under Linux, but to run it, you'd start Q3 and then select "Mods" (I think that's what it is, it might be "Modifications") from the menu. There, all the mods you have installed will be listed and you can choose which to load.
