You need to include a backslash before any spaces in the path/filename, or put the path in quotes:
wine C:\\Program\ Files\Starsiege\ Tribes\Tribes.exe
wine "C:\\Program Files\Starsiege Tribes\Tribes.exe"
The most reliable way, though, may be to change directory ('cd') to that location first, and then just run 'wine Tribes.exe'.
I'm not sure what you mean by playing wavs outside of a media player (if it can play wavs, it's sort of by definition a media player), but perhaps what you want is a command-line tool to do it. If you have SoX
