BLFS fontconfig problem

I am having a problem getting fontconfig-2.3.2 to compile using BLFS 6.2. I have all of the dependencies installed and working. I am getting the following error during the make part of the build:

Can't call method "value" on an undefined value at /usr/share/sgml/docbook/utils-0.6.14/helpers/docbook2man-spec.pl line 249, <STDIN> line 1.
make[2]: *** [fc-cache.1] Error 8

All of the lines prior to this all have nsgmls:... undefined
I have reinstalled docbook-utils.
