try
$whereis mkinitrd

If you are a normal user it may not be in your path. May be it is in /sbin or /usr/sbin

try
$ which mkinitrd
as root and it will tell you.

Is your system using mkinitramfs instead of mkinitrd, quite a few distros have made the switch.
