Server Baselines and quotas

We are looking to remotely monitor the performance of our redhat 3.0 servers. I have a company that is going to set up the data collection for us my only question is about the memory and cpu utilization. How can i determine what is a good alert level, we are going to be gathering information over time to set baselines but my boss wants a threashold now at which to altert us if it is crossed. Is there anyway to determine what this should be.
